WHAT IS IT ABOUT?

In the Mediterranean, the tourism sector is a strategic asset, as it offers great opportunities for economic growth and employment. However, it can also entail long-term negative transformations on local economies, societies and ecosystems. Indeed, despite its economic and social importance, tourism development is exerting pressure on natural and built environment. This pressure may threaten the quality of life of local populations, degrade the tourism assets and consequently, negatively affect future tourism developments. Therefore, effective strategies and targeted integrated action should be developed and implemented across the Mediterranean region. For this reason, projects under this thematic ensure that the impact of these activities on natural and cultural heritage are considered in the development of coastal and maritime tourism. In this perspective, the Interreg MED Sustainable Tourism community actions could be summarised into three actions: getting tourist off the beaten tracks, slowing down tourism and adapting cities and infrastructure to welcome millions of tourists. The Sustainable Tourism community runs 4 working groups (monitoring tourism sustainability, reducing tourism impact, contributing to sustainable and responsible economic growth, governance mechanisms) engaged in the release of 4 policy factsheets and policy recommendations. Technical knowledge has been synthesised in thematic papers and factsheets and scientific publications..

Tourism carrying capacity

Description:

The continuous increase of tourism flow in urban destination could create undesirable effects concerning the decline of population, changes in tradition, changes in community cohesion, pollution, congestion and other negative impacts on residents. All these factors explain why local governments today are increasingly struggling with the choice of restricting the number of tourist presences, even though aware that an excessive reduction in visitor numbers can also negatively affect the monetary gain of the local tourism sectors.

Functionalities:

To determine and achieve the "best" compromise between undeserible effects of tourism and loss of monetary gain is one of the ultimate goals pursued by studies on tourism carrying capacity (TCC) and various policies experimented by many destinations affected by over-tourism. Calculating the carrying capacity of a tourism destination using a linear programming method is a process that follows these operative steps: 1. identify the tourism sub-systems of a destination, especially regarding tourism facilities and services; 2. classify the type of users are often utilizing those sub-systems; 3. determine the level of usage of these sub-systems by user profile; 4. lastly proceed with the quantitative analysis with the fine scope to maximize the revenue of the destination through understanding the daily expenditure per each profile.

The MED M&C Tourism Management Model

Description:

The MED M&C Tourism Management Model aims to improve sustainable and responsible M&C tourism planning in the Mediterranean area, through a series of recommendations, tools and practices based on the work done within the project. It contains recommendations to set up a leading and collaboration structure and other tools to carry out an assessment in the destination,to develop a shared vision and a related budget and timeframe and to formulate and approve a Sustainable Tourism Development Strategic Plan.

Functionalities:

The Management Model is divided into 5 steps to be taken by the stakeholders of the local tourist destination. The 1st Step refers to entrusting a leading person and entity to facilitate collaboration among stakeholders. The 2nd Step addresses the assessment needed to be conducted in the destination to understand the starting point, which includes MITOMED+ indicators and its intuitive and useful platform. This is to be conducted prior to drafting a shared vision, budget, and timeframe to be approved as part of the 3rd Step. Then, the 4th Step is evidently as well achieved in a participatory process, complex but of the utmost importance in order to gain trust and ownership by all parties. Finally, the 5th and last Step refers to monitoring and evaluating, not only how the action plan is implemented but also the indicators to see whether the plan is impacting as expected, should be evaluated to take further measures, if needed in a continuous fashion.
