WHAT IS IT ABOUT?

Climate change is the global challenge of the XXI century. Cutting energy use is a key lever to achieve the strong decarbonization goals the EU pledged to since the Paris agreement. In Mediterranean regions, buildings represent one of the main sources of Greenhouse Gas (GHG) emissions, especially public buildings (schools, administrative bodies). Most of such buildings requires heavy upgrading in terms of insulation and cooling systems currently partly financed by national, regional and EU thematic programmes. Projects co-funded by the Interreg MED Programme under this thematic are focusing on increasing the capacity of public buildings owners and managers to develop and implement energy efficiency practices. The Efficient Buildings community has been created precisely to cope with these issues. Starting from a bottom-up approach, this community, coordinated by the MEDNICE Horizontal project, intends to test and spread good local practices in neighbouring Mediterranean regions and countries. The Community brings together more than 95 partners from ten projects – mainly local and national public authorities, energy agencies, enterprises and research organizations – to develop and exchange methodologies, experiences and tools fostering energy efficiency upgrades in public buildings.

WHAT RESULTS HAVE THEY OBTAINED ?

The Efficient Buildings community developed tools to help public authorities in the implementation of energy efficiency building renovation. Several methodologies and protocols were tested. All technical knowledge is available in four Technical Papers, which led to 2 policy papers on financing and information and a manifesto for a Mediterranean energy transition.

CESBA SNTools

Description:

Based on the evaluation of the test results of several EU projects' outcomes, a general framework and 8 contextualized assessment tools (CESBA SNTools) are developed togheter with an application methodology. The tools are intended to support decision makers and the managers of publi building stocks in the implementatiton of more efficient energy retrofitting plans combining the building and the urban scale. It means the possibility to identify the most convinient retrofit strategy considering the building in relation with its urban area and verifing the possibility to activte synergies between groups of buildings.

Functionalities:

The Susatainable Neigborhood Tool (CESBA SNTool) allows to assess the environmental perfromance of neighborhoods taking into account several categories of indicators (not limited to energy consumption only). The set of Key Performance Indicators - KPI) is the result of an extendive review and harmonization of indicators among EU-funded project.

CARBON FOOTPRINT CALCULATOR

Description:

The Edu Footprint Calculator measures resource consumption and activities carried out in the demo building and converts this in the environmental impact due to the supply of resources and assimilation of waste generated. App for students and teachers to experiment with the evolution of the schools’ CO2 footprint when increasing or reducing specific parameters directly related to the consumption of energy and resources.

Functionalities:

EduFootprint Plus Calculator is an Excel file with different worksheets; the main one is Data Entry, which is filled in with the data collected from demo buildings, divided in five groups: -Building consumption (electric energy, thermal energy, water consumption), -Product consumption (paper products, stationery products, toilet and cleaning products, equipment…), -Mobility (official vehicles, travel: home-demo building, business travel…), -Food (canteen, cafeteria, dispensing machines), -End of life (wastes, wastewater). These data allow generating, automatically, the impact of the demo building using the Life Cycle Assessment methodology, so, considering the full life cycle of demo building’s activity, expressed as Environmental Footprint of the demo building.

PRE-AUDIT TOOL

Description:

PRE-AUDIT TOOL is a friendly-user web tool for the stakeholders, LA technical staff, energy managers, which can also be used by non-experts, to perform simplified energy diagnosis of school buildings based on a minimum set of data on the building characteristics.

Functionalities:

The tool allows to perform a simplified evaluation of the building's energy performance and to choose the improvement actions with the best cost / benefit ratio. Tool has two modules: The first module, Energy Profile Module calculates the energy index of school building and estimates its performance compared to the national benchmark (included carbon footprint calculator) and second module, Renovation Options Module, calculates the potential energy savings of your building and helps in selection the most promising renovation action. MYGIS

Description:

IMPULSE introduces an integrated management support system for planning energy efficiency interventions in public buildings. Under the project IMPULSE, tool for strategy and monitoring is created in order to assist with the organization of a Management Information System, which will map the Public Building Typologies and their energy profiles.Decision-makers can use it to assess the best mix of energy efficiency measures for specific public building typologies.

Functionalities:

MyGIS tool is organized into two parts. The first one is a Geographic Information System (GIS) that maps the public buildings typologies identified within IMPULSE project . Typology critera are: Building type, Construction year, Number of floors, Heating system, Cooling system and Gross floor area (m2), i.e. the total floor area contained within the building, measured to the external face of the external walls (each of typology critera has sub-criteria). The second one is an application to rank different refurbishment scenarios for public buildings. The objective of the app is to process energy, environmental and economic indicators (the so-called Key Performance Indicators, KPIs) of buildings, of a specific group/Typology1 in its current situation (base-case) and for various retrofit levels i.e. minor, medium, major and deep retrofit.

FINANCIAL SCHEME EVALUATION TOOL

Description:

Financial scheme evaluation tool for gradual building energy rennovation planning.

Functionalities:

The tool simulate possible financing of renovation plan. The tool is based on two alternative assumptions: 1. The public body contracts one loan at the beginning whose amount is the total investment required for the entire renovation plan; 2. The public body contracts one loan per year over the duration of the renovation plan. The results are compared to energy bill baseline (if no works are done).

DECISION SUPPORT TOOL

Description:

Decision Support Tool is a web-based application built with purpose to help local and regional authorities in relatively quick and easy evaluation of potential energy (and financial) savings by applying energy efficiency measures (and integration of RES) in public buildings.

Functionalities:

DST allows users to create their own account which gives them a possibility to input unlimited number of buildings, to use our large database for countries involved in the PrioritEE project and to find/compare buildings with the highest potential for energy (and financial) savings. The DST is built in a flexible manner and designed both for users with and without detailed information. In the first case users can input their building specific data, whereas in the second case users can benefit from generic pre-filled in information for typical buildings in the MED region. An input for each building is divided among several tabs, from basic information and energy consumption information to information regarding heating & cooling and lighting systems. The more data each user inputs, the more accurate results will be. Each building can be evaluated separately to estimate detailed results and there is also the possibility to compare buildings by using the benchmarking mode. Here users can see which buildings in their stock have the highest potential for energy savings, for integration of renewable energy sources and for CO2 emissions reduction. Furthermore, the decision support tool calculates investments and related return of investments.

EPC PUBLIC TENDERING GUIDE

Description:

The New Finance created the Guide for the drafting of an Energy Performance Contracting (EPC) for public sector. The Guide developed and updated by ICAEN, is an important document that can help a lot to all public entities in the implementation of energy efficiency projects with guaranteed savings as this model (EPC) represents itself a degree of finance as savings help in the investment’s payment. Platform with good practices of innovative financial models for EE measures in public owned buildings and with the networking area.

Functionalities:

The purpose of the guide is to help procurement entities draft the specifications of the specific administrative clauses and the technical specifications of the performance contracts with guaranteed energy savings subject to standardized regulation awarded by Public Administrations in open procedures. The guide contains a catalogue of the clauses that the specifications must generally contain. Thus, the clauses are formulated as examples of possible content and may be adapted. Moreover, the guide incorporates clarifications and instructions to be taken into account by the contracting bodies, as well as proposals, shown in italics and in parentheses, for drafting some of its clauses. The guide,also contains the precise specifications that energy performance contracts with guaranteed savings.

SISMA SET TOOL

Description:

The SISMA SUBSIDY EVALUATION TOOL supports public authorities in better using resources available for renovation of public buildings. It gives a snapshot on the minimum amount of public subsidy needed to activate financial mechanisms, such as the EPC, and consider the investment "bankable" for the private market. It helps local public authorities in identifying the best tendering procedure and in prioritizing investments. The tool is now available on 8 different languages. Innovative tool to quickly perform the energy and economic-financial assessment of energy savings measures.

Functionalities:

The SET tool is a simplified tool that does not require in-depth energy expertise for its compilation. The input data, divided into thematic blocks, include: -general information; -general building information; -energy consumption measures divided in: 1.heating energy consumption and - if necessary - hot water; 2.electricity consumption, excluding the eventual part of electricity used for heating; -interventions and estimated investments (definition of the foreseen energy efficiency measures, technical parameters and costs); -energy prices; -energy savings calculations with 2 options (option A or B): 1.option A for a simplified energy assessment within the SET requiring some basic data on the energy measures; 2.option B is based on a detailed and sound Energy Audit for savings calculation and reference data for energy baselining; -parameters for the financial calculation (which financial parameters are needed, the Subsidy/Investment ratio and the logic behind the financial plan).

EPC SIMULATION TOOL

Description:

The EPC SIMULATION TOOL helps public authorities to simulate the energy performance contract, which best fits with the characteristics of the building and specific financial parameters. The output of the tool is a comparison of different scenarios that allows to choose the most suitable solution for each authority. Tool to find different investment scenarios that would balance the public and private interest in making the investment.

Functionalities:

Building Baseline WorkSheet In this first worksheet, the user should input the baseline data concerning all the public buildings to be bundled in a joint Investment Plan. The user should specify the name of the building and of the building administrator. In addition, the user should indicate: surface, volume heated, designated use of the building Buildings Energy Savings WorkSheet In the second worksheet the user is required to indicate the achievable energy savings rate that is will be estimated after the implementation of the proposed energy efficiency measurement. Input Data WorkSheet This worksheet contains some general input data. Here are displyed the cost for the Public Administration of each energy vector, which is obtained from a calculation of the data for annual consumption and annual energy cost. The data to be entered concerning financial and economic parameters are (all expressed as a percentage, except the mortgage duration, in years such are bank interest rate, inflation rate, energy carrier inflation rate, ESCO business profit, mortgage duration, equity, taxes, etc): Scenarios WorkSheet This worksheet will show total thermal energy savings and electric energy savings, both calculated from the baseline data and energy savings percentage entered in the previous worksheet. The user should enter the data concerning the: Total value of investment (in €), Value of subsidy (in €), Duration of subsidy, Fee on baseline cost (to be paid to the ESCO) (in %), EPC contract duration (in years) Cash Flow WorkSheet In the cash flow worksheet, the user can view a summary of all the information concerning the investment of the project for the latest data entered in the previous sheet.
