WHAT IS IT ABOUT?

The Social and Creative thematic community aims to promote trans-local innovation clusters for creative and social innovation. By improving the innovation capacities of public and private stakeholders from cultural and creative industries, they want to deliver better social outcomes, creating new social relations or modes of cooperation. Their projects seek new responses to social needs but also to have a positive impact on the dynamic cultural and creative sector. As a result, the Social and Creative community has inter-connected the innovation clusters developed within its thematic modular projects to create a transnational meta-cluster of creativity and social innovation in the Mediterranean. It has developed more than 15 Policy Briefings and tools to help policy-makers and stakeholders to define the local and regional policies on creativity and social innovation, among them an innovative semantic tool. All this work led to the definition of a shared Innovation vision.

SEMANTIC FRAMEWORK

Description:

Search engine tool based on the assessment of a collection of documents and deliverables coming from the past and current MED programming period and project outcomes. The system allows to perform semantic searches, exploring the hidden and unknown connections among MED projects, pilots actions and private&public stakeholders belonging to a same or different thematic domain by indexing, analyzing and searching for collections of heterogeneous documents to extract knowledge through natural language processing, distributive semantics and data visualization techniques. The power of the semantic search engine lies in the fact that there is no need to retrieve the same keyword(s) within the body of any two documents to establish a connection between them; it is the machine (with its artificial intelligence) that identifies the connection and “weighs” it, returning to the user a list of related documents ranked by relevance. The semantic framework allows three different activities: the benchmark, to compare regional performances (inside and outside the MED area) on the basis of different indicators related to creativity and social innovation and to display historical trends in relation to these indicators, from the regional to the European level; the smart search, to obtain the abstracts of the documents present in the collections; to obtain lists of documents sorted on the basis of semantic searches and concepts, and to extract new words from documents; the design, that contributes to the validation of any policy implemented, provided that there is a fairly large collection of documents to be analyzed.
